Sindhu started the second game with a rapid 4-0 lead.
Razzaq briefly closed the gap to 3-4 before Sindhu pulled away again.
Sindhu had 14 match points and needed only one to win.
Sindhu, a two-time Olympic medallist, is aiming for her third medal.
Sindhu will face World No 75 Kristin Kuuba of Estonia in her next match.
Indian shuttlers Satwiksairaj Rankireddy and Chirag Shetty won their opening men's doubles match, while Ashwini Ponnappa and Tanisha Crasto lost their women's doubles match.
